Why Oman

A stable, open and tax-efficient gateway to the Gulf

Oman is actively welcoming foreign investment. Reforms under Oman Vision 2040, the Sultanate's long-term national strategy, are opening the economy to the private sector and to international partners.

  • 100% foreign ownership is generally permitted under the Foreign Capital Investment Law (Royal Decree 50/2019), with no mandatory Omani shareholder in most activities.
  • Competitive taxes: 15% corporate income tax, 5% VAT, no personal income tax at present and no withholding tax on dividends to non-residents.
  • Strategic locations: free and special economic zones at Sohar, Salalah and Duqm for trade, logistics and industry.
  • Expat-friendly living and working environment for your leadership team.

For trading companies

Trade from Oman: Made in Oman, deep-water ports and a growing treaty network

Oman combines a 15% corporate tax rate, 5% VAT, three port-and-free-zone hubs and trade agreements that give zero or reduced duty on many goods into major markets.

6trade frameworks in force: GCC Customs Union, GAFTA, US, Singapore, EFTA and India
20%minimum local content for the Made in Oman product mark; no fee currently
3port and free-zone hubs: Sohar, Salalah and Duqm, outside the Strait of Hormuz

Made in Oman mark

Producers with an industrial, agricultural or artisanal licence and at least 20% local content can apply for the national product identity mark, free of charge, with about 15 working days' processing. It supports promotion and priority in government procurement.

Duty relief for industrial inputs

Industrial projects licensed in Madayn estates can apply for customs-duty and tax exemptions on production inputs, machinery, spare parts and packaging, via an industrial licence and a customs request listing items and quantities (Madayn Investment Guide).

Ports & free zones

Sohar, Salalah and Duqm are built for logistics and industry, with full non-Omani ownership in free zones. Free-zone companies generally cannot sell onshore without extra arrangements.

In-Country Value (ICV)

Oman's ICV policy rewards local sourcing, supplier development, training and Omanisation, and is used in government and major-project tenders. Understanding it early helps you win and keep contracts.

Oman's trade agreements and their status (as of 10 October 2026)

Agreements in force:

GCC Customs Union (with Saudi Arabia, UAE, Qatar, Kuwait, Bahrain)

In force

Common customs framework; general 5% common external tariff on many foreign goods, with exceptions.

Greater Arab Free Trade Area (GAFTA)

In force

Duty-free or preferential trade for qualifying Arab-origin goods; Oman Customs cites a general 40% Arab value-added rule.

United States (Oman–US FTA)

In force since 1 Jan 2009

Wide duty-free access for covered industrial and consumer goods; origin rules apply by product.

Singapore (GCC–Singapore FTA)

In force (2013)

Some tariff lines duty-free at entry, some phased, some excluded.

EFTA states (GCC–EFTA FTA)

In force

Covers industrial goods, processed farm goods, fish and services; origin proof needed.

India (Oman–India CEPA)

In force since 1 Jun 2026

Signed 18 Dec 2025. Oman: duty removed on day one for some lines, in stages to zero by 2030 or 2035 for others; some goods excluded.

Concluded, signed-but-pending or under negotiation (no customs preference yet):

United Kingdom (GCC–UK FTA)

Negotiations concluded 20 May 2026; not in force

No customs preference yet.

South Korea (GCC–South Korea FTA)

Concluded; signature pending

No customs preference yet.

New Zealand (GCC–NZ FTA)

Concluded; not signed or in force

Wait for signature, ratification and customs implementation.

Pakistan (GCC–Pakistan FTA)

Text initialled 2023; not in force

Do not treat as an active preference.

China (GCC–China FTA)

Negotiations ongoing

No preference applies.

Read this before you plan a shipment. "Zero or reduced duty" applies to many goods, not all. Each product depends on its tariff line (HS code), phase-in schedule, exclusions and a valid proof of origin. Shipping or storing goods in Oman, including in a free zone, does not by itself make them Omani; real production is required. Duties are not VAT, excise tax or product approvals. We found no Oman FTA in force with Japan, Turkey, China, Pakistan, the UK or South Korea, and no separate Oman–UAE agreement beyond the GCC Customs Union.

Your own company, 100% yours

Foreign investors can generally own 100% of an Omani company. If you work through it, the company pays 15% corporate tax, or 3% if it qualifies as a small business (capital up to OMR 60,000, income up to OMR 150,000, up to 25 employees).

Residency routes (verified)

There is no standalone freelancer or digital nomad visa. Routes include an Omani company that sponsors you, the Investor Visa (5 or 10 years) and the 10-year Golden Residency for qualifying investments of at least OMR 200,000, without a local sponsor.

Connected and resilient

Oman rerouted traffic through more than 20 subsea cables and terrestrial links during the September 2025 Red Sea cable cuts, and 5G reached 91% of the population by 2024 (Ookla via Muscat Daily). The UAE ranks first in the same index.

Lower living costs

Numbeo (October 2026) puts a one-bedroom city-centre rent in Muscat at about OMR 262 a month and overall cost of living including rent about 43% below Dubai. Salaries and prices differ by lifestyle, so treat this as a guide.

Creator and influencer licensing in Oman: what is verified and what to confirm.
  • Verified, Ministry of Commerce, Industry and Investment Promotion (MOCIIP): Ministerial Decision 619/2022 (in force since 24 March 2023) requires a licence to practise paid marketing and promotion on websites and social media for other people's goods or services. It is held through a registered commercial company (applied for on Invest Easy), names the platforms used, runs for up to three years and carries penalties of up to OMR 1,000, suspension or revocation. Promoting your own products, and charitable or voluntary work, are exempt. Businesses must check that the influencers they hire are licensed.
  • Fees: the gov.om service page (updated 18 November 2025) lists OMR 6.5 for local and OMR 12.5 for foreign investment. A March 2023 ministry statement said there were no fees at launch. Confirm the current fee when you apply.
  • Foreign creators: a ministry official said in 2023 that expatriates can promote their products and services in Oman but must establish their own company and obtain the licence.
  • Verified, Ministry of Information: the Media Law (Royal Decree 58/2024) and its Executive Regulation (Ministerial Decision 165/2025) cover media activity, including advertising, and the ministry has urged social media practitioners to regularise their licensing (deadline for existing licensees: 14 March 2026). Press reports describe a personal social-media media licence that requires Omani nationality. Whether a non-Omani creator running paid promotion also needs Ministry of Information approval is not clearly published.
  • Ministry of Culture, Sports and Youth: we found no published role for it in licensing influencers or content creators.
  • Also relevant: the Consumer Protection Authority (misleading advertising; discounts and promotions need a permit) and the Personal Data Protection Law (consent for marketing messages).
  • To confirm with the authorities: current fee, whether your specific content needs a Ministry of Information licence, and which rules apply to non-Omani creators. Shati can help you ask the right office and set up the company.
Being honest about the trade-offs. Dubai has a far bigger tourism and brand-deal market, a single dedicated creator permit, a creative-talent Golden Visa, a lower headline corporate tax rate and faster internet. Oman wins on living and set-up costs, and ranks higher on the Global Peace Index (although its 2026 score declined). We found no reliable public data on creator density or market saturation in either country, so we make no claim on it. Creator rules are changing fast in both places.

FAQ

Frequently asked questions about doing business in Oman

Quick, direct answers for investors, traders, IT freelancers and content creators.

Can a foreign company own 100% of a business in Oman?

Generally yes. Oman's Foreign Capital Investment Law (Royal Decree 50/2019, in force since 1 January 2020) allows foreign investors to own 100% of an Omani company in most activities, with no mandatory Omani partner. A negative list of activities (set by Ministerial Decision 209/2020, as amended) is excluded, so the permitted activity needs to be checked for your business.

What is the corporate income tax rate in Oman?

The headline corporate income tax rate in Oman is 15%. A reduced 3% rate applies to qualifying small and medium-sized enterprises that meet the legal conditions. Rates and conditions can change, so confirm with the Oman Tax Authority or your adviser before you decide.

Does Oman have personal income tax?

Not at present. Oman currently has no personal income tax on salaries. A 5% tax on individual income above OMR 42,000 has been announced to take effect from 1 January 2028, with executive regulations still to be issued, according to PwC's Worldwide Tax Summaries (reviewed July 2026).

What is the VAT rate in Oman?

Oman's standard VAT rate is 5%, subject to specific exemptions and zero-ratings under the Oman VAT Law. That is lower than the standard rates in the UK (20%), Germany (19%), the EU average (about 21.9%) and China (13%).

Is there withholding tax on dividends paid from Oman to foreign shareholders?

Withholding tax on dividends paid to non-residents is currently permanently suspended, so the rate is 0%. Royalties and certain service payments to non-residents generally attract a 10% withholding tax, and double tax treaties may reduce it. Always check your specific structure.

How do I register a company in Oman as a foreign investor?

In outline: choose the right legal form and business activity, confirm the activity is open to foreign ownership, reserve the company name, prepare and sign the constitutional documents, register with the commercial registry and relevant authorities, obtain the required licences, and open a corporate bank account. Shati, a service of AMWAJ, coordinates each step with you.

What are Oman's free zones, and are they right for my business?

Oman has free and special economic zones including Sohar, Salalah and the Special Economic Zone at Duqm, which permit full non-Omani ownership and are aimed at logistics, trade and industry. Free-zone companies generally cannot trade onshore without additional arrangements, so the right choice depends on your customers and activity.

Do I need a local sponsor or partner to do business in Oman?

Not for ownership in most activities, since the Foreign Capital Investment Law removed the mandatory Omani shareholder requirement. Some activities, licences or commercial arrangements may still call for a local service agent, partner or approval, and Shati can advise when that applies.

What is Oman Vision 2040 and why does it matter to investors?

Oman Vision 2040 is the Sultanate's national long-term development strategy. It aims to diversify the economy beyond oil and gas and to strengthen the private sector and foreign investment, which is why sectors such as logistics, manufacturing, tourism and renewables are priorities.

How can Shati help my company enter Oman?

Shati is the market-entry website of AMWAJ, an Oman-based consultancy. We guide international companies, trading firms, IT freelancers and content creators through market entry: company registration, licensing, free-zone selection, visas and residency routes, banking, local partner and sponsor arrangements, and tax and compliance set-up. Book a free consultation and we will outline the route that suits your goals.

Which free trade agreements can help a trading company based in Oman?

Oman trades under the GCC Customs Union, the Greater Arab Free Trade Area (GAFTA), the Oman–US FTA (in force since 2009), the GCC–Singapore FTA, the GCC–EFTA FTA (Iceland, Liechtenstein, Norway, Switzerland) and the Oman–India CEPA, which entered into force on 1 June 2026. These give zero or reduced duty on many goods, not all goods: each product needs the right tariff line and proof of origin. The GCC–UK, GCC–South Korea, GCC–New Zealand and GCC–Pakistan agreements are concluded or negotiated but not yet in force, and GCC–China talks are ongoing. Status as of 10 October 2026.

What is the Made in Oman mark and who can get it?

Made in Oman is the national product identity mark issued by the Ministry of Commerce, Industry and Investment Promotion. According to the Made in Oman portal, a producer needs an industrial, agricultural or artisanal licence and at least 20% local content. There is currently no fee, and processing takes about 15 working days once the application is complete.

Can IT freelancers get a freelance or digital nomad visa in Oman?

Not under that name. Official Omani visa catalogues reviewed by third-party sources in 2026 list no standalone freelance, self-employed or digital nomad visa. The usual routes are to set up your own Omani company that sponsors you, to qualify for an investor visa, or to apply for the 10-year Golden Residency, which requires a qualifying investment of at least OMR 200,000. Shati can help you compare the routes for your situation.

Is Oman cheaper than Dubai for content creators and influencers?

On living costs, yes. Numbeo data from October 2026 shows a one-bedroom city-centre apartment at about OMR 262 per month in Muscat against about AED 8,842 in Dubai, and overall living costs including rent about 43% lower in Muscat. Dubai is stronger on audience size, creator-specific permits and visas, and its 9% corporate tax above AED 375,000 is lower than Oman's 15% headline rate. Both have no personal income tax today.

Do content creators need a licence in Oman?

It depends on what you do, and more than one authority is involved. Verified: under Ministerial Decision 619/2022, paid marketing or promotion of other people's goods or services on websites and social media needs a licence from the Ministry of Commerce, Industry and Investment Promotion (MOCIIP). It is held through a registered commercial company, applied for on the Invest Easy portal, and lasts up to three years. The gov.om service page (updated 18 November 2025) lists fees of OMR 6.5 for local and OMR 12.5 for foreign investment, while a March 2023 ministry statement said there were no fees at that time, so confirm the current fee. Promoting your own goods or services, and non-profit or voluntary work, are exempt. Separately, the Ministry of Information licenses media activity under the 2024 Media Law and its 2025 executive regulations, and in 2026 urged social media practitioners to complete licensing. Reported conditions for a personal media licence include Omani nationality. We found no licensing role for the Ministry of Culture, Sports and Youth for influencers. Confirm which licences apply to your activity with MOCIIP and the Ministry of Information before you publish paid content. Shati can help set up the company and licence.

Does Oman tax freelancers and remote workers?

Oman has no personal income tax on individuals today. If you work through your own Omani company, the company pays corporate income tax at 15%, or 3% if it qualifies as a small business (capital up to OMR 60,000, income up to OMR 150,000 and no more than 25 employees). PwC reports that a 5% personal tax on income above OMR 42,000 is planned from 1 January 2028, with regulations still to be issued. Your home country may also tax you, so take tax advice.
